The answer is No. United States Congress has not canceled the diversity visa lottery (EDV Lottery - 2021) program, it is still in effect. There will be a visa lottery program this year; the entry period each year is in October.

What is the change in diversity visa lottery (EDV Lottery - 2021)?

The change is that the government is now requiring, at the time of submitting your entry form, you need to provide your passport details. So basically, that's your passport serial number, the country of issuance, as well as the passport expiration date at the time you enter the diversity visa lottery (EDV Lottery - 2021) in October.
